b'REPORTSGovernance Work Team As we strive to achieve our vision of excellence in public education, it is important that we as an organization continue to reflect on best practices not only in education but also in governance. This year the mandate for the Governance Work Team has been to review both the Constitution/By-laws and the policies of CSBA and make recommendations to the Board of Directors for any changes. It has been said that Constitution/Bylaws describe the process of setting up an organization; whereas policy defines how the organization governs. While the CSBA has always followed a strong governance approach, it became apparent to the Work Team that the Constitution/By-laws had developed over time to include areas that might be better in policy. The Work Team undertook the review and after much deliberation presented a revised Constitution/By-laws to the Board of Directors on August 11, 2020 for consideration and approval.In tandem with the review of the Constitution/By-laws, the Governance Work Team undertook a thorough analysis of all CSBA policies. The committee reviewed the policies that existed and determined what policies needed to be consolidated, developed and/or rescinded.The outcome of this analysis led to the development of a draft policy manual organized in four categories: Governance, Finance, Public Relations and Human Resources.The Working Team presented this draft policy manual to the Board of Directors with the recommendation that once approved the CSBA store all policies on the website and have them publicly accessible.The Governance Work Team was supported by Judy White, retired school system leader and long-time supporter of democratically elected school boards. The Work Team would like to thank Judy for her excellent work.
